Why are my WhatsApp messages failing to deliver or being inconsistently delivered?

WhatsApp message delivery and template categorization are controlled by Meta (WhatsApp). FreJun submits your templates to Meta, but delivery behavior depends on Meta's internal policies and user engagement. If you are experiencing failed or inconsistent message delivery, it is important to understand how WhatsApp template categorization and delivery works. Since FreJun is a Meta partner and uses the WhatsApp Cloud API, all templates submitted through our platform are reviewed and categorized independently by Meta. The outcome of that review directly impacts your message delivery.

Understanding Template Categorization

When a template is created on the FreJun platform, it is submitted to WhatsApp (Meta) via their Cloud API for review. At this stage:

  • Meta independently reviews the template content
  • Based on their internal policies, Meta assigns or overrides the category (Utility / Marketing / Authentication)
  • The final category returned by Meta is reflected in our system

This means template categorization is entirely controlled by Meta and cannot be modified from FreJun's end.

Why Are Some Messages Delivered and Others Not?

Marketing templates are subject to Meta's delivery controls, which include:

  • User engagement (reads and replies)
  • Template quality rating
  • Meta's internal optimization systems

As a result, Meta may deliver messages to some users while restricting delivery to others. This behavior is platform-driven and applies across all WhatsApp Business API providers, not just FreJun.


What Type of Templates Get Approved Under Utility?

Based on our testing, the following patterns have been observed:

  • Templates with detailed program descriptions are consistently categorized as Marketing
  • Simplified, request-based templates are more likely to be approved under Utility

Meta currently favors transactional, user-initiated, and context-specific messages for the Utility category.


Recommended Approach for Better Delivery

Since this behavior is governed by Meta, the most effective strategy is a 2-step approach:

  1. Use Utility templates as conversation starters — keep them informational, request-based, and non-promotional
  2. Share detailed information after the user responds — program details, features, links, etc.

This approach generally results in better delivery rates and higher engagement.
